Restoring Childhoods, Transforming Futures
Restoring Children International rescues at-risk female children from abandonment, abuse, and extreme poverty in Arequipa, Peru. We provide a safe, loving home environment where girls receive education, healthcare, emotional support, and spiritual guidance to break the cycle of poverty and build bright futures.

How It All Began
In 2011, our founder, Tim Daviscourt, traveled to Arequipa, Peru, on a mission trip and witnessed the heartbreaking reality of abandoned and abused girls living on the streets. Many had been rejected by their families, suffered abuse, or lost their parents to poverty and disease. These girls had no access to education, healthcare, or a safe place to call home.
Moved by compassion and a calling from God, Tim and a small team of dedicated volunteers opened the doors of Restoring Children International. The first home welcomed just three girls, providing them with beds, meals, and most importantly, unconditional love and hope for a better future.
Over the past 15 years, RCI has grown to serve over 125 girls, with many graduating high school and pursuing higher education. Our graduates have become teachers, nurses, business owners, and community leaders—breaking the cycle of poverty and giving back to their communities.
Today, RCI continues to rescue girls from dangerous situations and provide them with a loving home, quality education, healthcare, and the tools they need to build successful, independent lives. Every girl who walks through our doors is given a second chance at childhood and a pathway to a brighter future.

Our Leadership
Tim Daviscourt
Tim and Kathleen Daviscourt have dedicated their lives to the mission of Restoring Hope International, an organization focused on rescuing and restoring the lives of young at-risk girls throughout Peru and beyond. Since joining the organization in 2013, they have worked side by side to serve those in need, and in 2023, following the passing of Tim’s father and the organization’s founder, Rick Daviscourt, Tim stepped into the role of President.
Together with their two children, the Daviscourts balance their time between their work in Peru and their home in central Kentucky, where they are deeply rooted in their community. Tim, a registered nurse by profession, works locally in central Kentucky when the family is in the U.S., while Kathleen, who also has a nursing background, home-schools their children, ensuring their education remains a priority as they travel back and forth between countries.
This unique lifestyle enables the Daviscourt family to remain closely connected as a unit, all while passionately pursuing their calling to serve God and the girls they are committed to helping. Their journey is one of love, sacrifice, and the profound belief that every life, no matter how broken, can be restored.
Tony Velez
Vice president
Tony and Liana Velez, together with their four children — Olivia, Benjamin, Amalia, and Ezra — make their home in Inverness, Florida. Their hearts are deeply devoted to serving the Father and His Son, Yeshua, through the ministry of love and restoration to children in Peru. Tony also serves as the Vice President of Restoring Hope International, helping to guide the organization’s mission and vision.
The Velez family has been part of Restoring Hope International Child Rescue with one simple mission: to bring the hope of Yehovah’s Word to young lives who have endured hardship at an early age. Tony teaches the Word of God every weekend over Google Meet to the children in Peru, sharing messages of faith, purpose, and healing. As a bilingual teacher of the Word of God, he connects with compassion and clarity across cultures.
Their deepest passion is witnessing the transforming power of Yeshua’s love in the lives of these children. With humility and gratitude, Tony and Liana hope to continue expanding this beautiful work throughout Peru — as the Father leads — helping more children know that they are loved, chosen, and never forgotten.

Olivia came from a challenging background with no access to schooling. With the charity’s support, she completed her education and started a small business. She actively gives back to her community by volunteering and mentoring other girls in need.
